Steam Declined my credit card

I've tried buying the Steam Silver Package but my card has been declined for unknown reason.
we were given the advice to call our credit card company but they told us there was nothing wrong with the card and that it should work properly.

the other weird thing is that i've allready bought a package with that same credit card.
yes they allready unbanned the card so thats not the problem..

my question is.. should i just mail this to [email protected] or do they have a different mail adress for this?

I got the bronse package like 2 weeks ago then I wanted to get the silver package which I just got today. And when I tried connecting to steam to play a game it said: C:/Program Files/Valve/Steam/Steam.exe File:Src/CacheFileFixedDirectory.cpp Line: 1565. m_uEntriesInUse <= m_uMaxEntries for some reason. I emailed munro to see if he coud help me with this problem. So I just messed up my chance to play HL2 when it comes out . But i've never gotten a decline credit card problem.
