Steam Favourites Not Working?

Everytime i add a server in CS:S to my favourites and exit steam it always deletes it. This is extremley annoying how can i fix this? Is is some sort of bug? And also sometimes it wont let me add servers by I.P. i put the ip address and them it refreshes and the server is not there.

Might go in there and enter favs manually into the file.
