Steam, "Game unavailable at this time"

Why do I get this error when I double click any game? I'm using it on a Windows Server 2003. It's basically like Windows XP, so I don't know why it doesn't work. :hmph:

Because the game is unavailable at this time? dunno.

It happends every now and then, it's got something to do with the steam servers.

Damn!
Every time i start steam and try play NS it says "Game unavailable at this time", I asked about that from steam support and they didn't know the solution. It had worked sometimes, but no more... I have disabled auto update and it won't work. Help me!
