Steam lag question (I need help!)

My friend has serious lag issues, he sometime tries to fix this by changing the "rate" value.
what is this?
he claims that people complain if he puts it too low but it speeds up his game
he usually likes to put it down to 25000

I checked the rates on my steam (which is beautifully lag free) and it is at 7500. I dont want to piss people off if it is affecting others.

we are both using broadband (the "10X" one) he is with tiscali and I am with eclipse

Lag in steam games usally means its downloading somthing while you play... atleast thats what happens with me...

see if its downloading anything at the time of lag.

i dont know what the other thing is though...
