Steam links won't work

I can't get any of the links in Steam to work. By which I mean right-click links to documentation; the Launch links and others work fine, but ones to manuals or websites don't work. I've made sure Steam is in online mode, and I tried opening IE before using a link. What can I do to make them work?

P.S. The link I really want to use is the "Online Resources - VERC" link on the SDK menu, so if anyone has the URL for that site, that would help.

Can you not just left-click them?

Sorry, I meant the links that appear when you right click on the name of the game/tool.
