Steam not automatically updating

When using the "Calculate cache status" on TFC, DoD, DMC, and Ricochet on my "Games" list, I notice they only have 50% - 60% of application required. The only games which I actually have 100% are CS 1.6 and Half-Life, since I downloaded the Steam + CS 1.6 + Half-Life 1.1.2.0 version.

I have set all my games to "Always keep this game up to date" yet when looking at the Steam moniter, it is not doing anything. I have left Steam alone for around five minutes and still nothing.

The only time when Steam appears to be trying to download something is when I enter a server for one of those incomplete games. It gets stuck on "Verifying game resources..." and the Steam moniter shows plenty of activity.

How can I make Steam automatically update my games to 100%?

Oh and every time I restart Steam, the games are reset to "Do not automatically update this game", if that helps any...
 
An update on this: I deleted my "day of defeat.cfg" as well as the "day of defeat" folder in Steam/SteamApps/E-Mail/ so that Steam would re-download DoD.

Well, it worked ... kind of. When trying to launch DoD, it asked me if I wanted to install the 350MB, which is normal. It downloaded everything, and I was able to get into the DoD menu. Now, when I go back out to the "game" list in Steam and look at the "Amount of application aquired" it's ... 42%

Why didn't Steam download the whole game?
 
so what if the servers are getting pounded? it shouldnt even let you into the game if it hasn't downloaded it all.

Steam is programmed to let u in... thats what it was meant for, but since the Steam servers are being overloaded by everyone and their grandmother, the updating is at a crawl..

if u can't be patient, un-install.. forget about HL2 altogether and GG!
 
it's rediculous if it's programmed to let you in before the game you're trying to play has finished downloading. i can handle waiting for a game to download but its frustrating when it lets you run a game that hasn't finished downloading yet!
