Steam not completely updating at bootup

Please help when I try to run steam I get an error message "already running", but steam icon in my taskbar says "updating 53% complete ". Rebooting I get various update percentages but I cannot run anything Steam seems to be frozen at boot up. Anyone else had this problem?

Try deleting clientregistery.blob while steam is off (check in task manager)
