Steam product activation error

Game: Original 1999 Game Of The Year edition Half Life,
Team Fortress classic included.

Problem: Steam says the product is already in use by another steam account, when in fact, i lent the game to my friend who in turn isntalled it on his computer, but now no longer uses steam or HL.

Question : Should I have my friend uninstall it from his system so that steam will recognize/register it on my account?

No you need to use the account username and password he used.
Once you install a game on one acount, it's tied to that account forever.

What if he uninstallls the said game, will it allow me to register it to my acc or is it still under his acc and only his?

It's still in his account and only his. You can log in with his account to download and play it, but you can't register it to another account unless you pay more money.
