Steam startup problem

Tried to install Blue shift, but it only downloaded 11Mb of it. So I completely uninstalled Steam and reinstalled. Now when I try and start it up, the updating steam box opens. But then absolutley sod all happens. It sits there not moving an inch. If I click cancel, the window closes but the process stays there and wont go until I reboot. If I end the process before clicking cancel it goes away. My router and firewall are set to allow access to steam but it doesnt do anything. Anyone got any ideas?

I've had a quick scan through there but there is nothing exactly like my problem.

EDIT: I think system restore has fixed it.

New problem. When I try and start blue shift, hl.exe process starts but the game never comes up. Any deas on that?
