Steam UserID ticket

Could some kind soul please explain what a 'STEAM UserID Ticket' is and why I need one to play a LAN game? My brother and I have a LAN set up, his computer has the internet connection so he creates the server, I connect to his game and it says that my Steam UserID ticket has expired and I need to re-validate. The game then proceeds to display a message box with my username in it and a place for my password, I put in my correct password and it tells me that the authentication failed then asks me to try my password again. I put in my password, same deal. Do we both need to be connected to the internet? If that's the case then whats the point of having a LAN option?
 
Yeah, it happens sometimes. Just reconnect and you'll be fine. But you can't do that :/
And what do you mean with a LAN option? Do you mean it in Steam or in-game?
