Steam won't give me SDK

Steam is supposed to download SDK when I restart it. It hasn't, and there is no sourcesdk foler in my steamapps/username/...
I've done a search for it on my hard drive with no success. How can I download it?

Open steam>go to play games>under tools should be 'source sdk'. Double click it to commence the download.
