Steam wont load Games in offline mode

when i loads steam up in offline mode it wont let me go on any games and says that

Connection Error could not connect to the internet

Go to Steampowered.com and go to the forums and do a search. See if anything turns up. Some people here had the same sort of prob, but I'm not sure how they solved it.
