How can I force it to run at 75 Hz? (i.e. my monitors refresh rate)

Enabling VSYNC in the options menu will keep the in-game refresh rate the same as your monitors refresh rate....

You can also change the in game refresh rate from catalyst control center (display options, 3d refresh rate override) or ati control panel (display, properties). In the nvidia control panel there should be a tab where you can force refresh rates for certain resolutions.

The game will automatically change the monitors refresh rate unless you check the ENABLE VSYNC OPTION....

This only problem being, if you get less than your desired refresh rate in fps, it will be halved (37-38 for 75Hz.. 30 for 60Hz).
