Strange Error (I've re-installed Twice)

I keep getting:

"Error:SteamStartup() failed: SteamStartup(0xf,0x12fc80) failed with error 108: The local Steam Service is not running"

Whenever I try and do anything

Nevermind I fixed it but It wont let me delete the thread, so just ignore this

How'd you get it to work? I'm having the same problem as well, and the official Steam FAQ didn't help at all.
