ive got a digital video recorder with a built in web server, i've connected it up to the router/internet so i can view it on my pc on the ip http://192.168.0.3
works fine on the computer, just curious how do i put it online so i can view it from someone else's house or from a different country.. via a website like

i know its easily done with static ip, but as far as my ip knows, i dont exist in their books. ive been on free internet for 2 years. so i cannot contact them to purchase a static ip.
is there any other way i can put my dvr/webserver online?
