Stuck at canal gates

Aaagggghhh. I'm trying to get through the canal gates (I assume that's what I'm supposed to do), but I can't work out how. There is a broken wheel control to open the gates. Much banging of head on desk will be avoided if someone can tell me what to do.

turn to your right (from screen image view) shoot the far explosive barrels ....boom and go with the swing.
