Heh. You're at the sparking wheel, then? See a bundle of steel beams, attached to some cable?

Go out on the balcony and look to the right. THere's a wooden platform with a bundle of steel beams connected to a cable... shoot the wooden supports and let it swing across.

Don't do what I did and throw twenty grenades at it trying to displace it before you figure out to shoot the supports
