Stuck at Nova Prospekt

I'm stuck at the only place I can find where it looks like I can continue. There are two garbage chutes with a bunch of carts/bins around that I assume must be stacked to climb up in the chute and jump up. Yet, no matter how I stack these things, I can't get high enough inside to jump into the next area, visible when I'm inside.

Am I heading on the right path here, and doing this right?

Thanks... found it. Somehow missed that broken window in the security "control room" or whatever it's called.
