stuck..help plz

hi.
im on Follow Freeman level on the broken rooftop section at car park. everything has been killed + i now i have about 8 squad members left + i cant find where to go next.they all just stand around saying usual stuff. HELP!!

There should ge some girders at the very top most section, where you get the rockets.

It should be facing the general direction of the horse statue.
