Stuck in Anti Citizen 1

I made it through the radioactive ooze and emerged outside. I killed all the bad guys got to the gate where you press a green light to open. Went up the stairs. visited all the "apartments." I have one squad member left standing and am just wandering around aimlessly. I can't find Alyx or the next level.

I looked at several walkthroughs but can't seem to match up with the instructions.

Could that possibly be the spot where you have to walk out the window and there is a plank there to cross to some rebels on the other side?

Mabye you should check all the windows to see.

I guess the most recognizable point of reference would be the wall with the green or red light that changes each time you push it. From there there is a stairs leading on top of the wall and around to anothe apartment. I explored this completly and found nothing.

There is only one window I can walk out and there is no plank. I just drop down to the ground where I started.

I think I know where he is. Seems to be at the apartments behind the metrocop barricade which is initially an endless metrocop respawn.

The path forward is inside the apartments without a doubt. Check all the doors, go down all the corridors even though you might think you've been down there before, sounds like you've missed something obvious.

I've been down these stairs a dozen times.

If I enter the building and walk up. At the top of the stairs is a turret (I previously stopped it). If I go across and down I can come out on to a small outside piece with barred windows. If I go down another stairs I can go back to the tunnel.

I killed all of the bad guys. There are none left.

I'll try to detail exactly where I am:

Came through the barrier, walked up two flights of stairs into a buiilding. At the top of the stairs there's a Turret. I walked across a series of rooms and on the other side th ere's another staircase. I walked down and came into a basement. Here there are two alternatives. The first is up a short flight of stairs that leads me outside to a very small area with two barred opening opposite eachother. Can't do anything here so I go back to the blown out hole and crawl through back to the tunnel. If I continue through this, I'm back to the radioactive waste.
