Stuck in Citadel

Right after coming thru the tram ride and getting the pumped up grav gun...I see the first 2 Breen vids (Kill a couple squads of combine in between) and now Im at the part where you can see the weird energy beam. Theres a fence in fromt of me, that I could jump...but it seems is disabled...what do I do?

See the lasers beams that have the energy balls flowing inside them, use alt grav gun to pull out all the energy balls which will disable the blue electric fence.

Hmm...I dont see anything like that. It sounds like your describing the generators from the courthouse building (Or whatever it is)...should I see something like that?

I can see this thing from the other side of a fence that I cant jump over. But theres no energy balls in it.

Yo dude. You're supposed to be able to jump in the citadel. The same thing happened to me. It's some sort of bug. I had to start a new game on the "Our Benefactors" level and when I started a new game I could jump and clear the fence.
