Stuck In Pipe Area

I have owned HL2 for a long time. I have so little time I can only play intermittently. So bear with me here - my descriptions might be sketchy. I tried to figure out how to take a screenshot with no luck. So, I will give it the sophomore try here.

I am stuck at a level where there is a sign on the wall that says "Level 3." It is indoor, and it seems to be a pumping station of sorts. On one side there is a grate with a ladder leading up to some large pipes. On the other side there are a bunch of other vertical pipes and a ladder that leads to the top. There is a few feet of water at the bottom with a few gates I cannot seem to open. It seems there is a large gate separating this small but all room with another. My instinct tells me I need to somehow fill the room with water?

My save game says Route Kanal, but I am not convinced that is the level for some reason.

if im thinking of the right place then you climb the ladder up the red pipes and drop down pipe by pipe to a wheel which you turn and the water level will raise. then you back track to the other room which used to have a bunch of explosive barrels and then you swim down the hole under the ladder to get to the other side.

ya climb up the ladder in the center of the room to get on top of the big horizontal pipe ... then follow that over to i think a catwalk and jump onto it ... go to the other room ... carefully jump down onto several horizontal pipes until u see a wheel ... make it down to that and turn it all the way and the room should be flooding with water ... swim/climb ladder back up to the top ... go back to the 1st room ... jump down and swim through the hole that the ladder u climbed earlier comes out of and then u can swim to the other side
