The attachment is a screenshot of the place. I have absolutely no idea what to do. Maybe get that "lift" thing work somehow?

You see that open door and the ledge with the railing on the left side of the screenshot? You need to get there. Go around the back of that building and up a staircase to get inside. There is a lever you need to pull on that ledge. IT will make another piece of wood go over to the right so you can cross that gap.
