Stuck in room with pipes and water

Hi

Im stuck in some rooms with water and some pipes.

I can se a little entrance over a beam but can get there.

In the next room theres 3 levels and a ladder. Under the water theres to holes with bars. Can i open them or what can i do?

If your where i think you are there is a wheel on one of the pipes. Turn it and it opens a sluice gate causing the water to rise and you'll be able to reach the exit.
