stuck in the moat part

It apears that I am going in circles in the river/hover jet bit. Does anyone know how to progress from this part. Do I have to activate something or jump up onto the side with the craft?

You need to look around for ramps and closed doors. There are several puzzles to complete to move on such as moving a ramp or opening a door i am not going to go into detail as i don't know where you are or want to spoil the game just give you a nudge.

This is at the water hazard part and I have put the barrels under the ramp to raise it and continue and then I busted down the door to get into the next part in that complex area and then I reach a part where these tanks ontop are shooting rocket laucher bullets at me. What do I do?

If there's a river-block which the combine above set alight, then on the right hand side of it there's a white roof piece which acts like a ramp over.

These screenshots show the general area i am in with the tanks on top shooting missiles at me.

i think he means the rectangular area with the boat in the middle and docks on three sides. First, destroy the two apc's. Then hop out of your boat to go under the dock (you can on one side). Then go around behind a shipping container and you'll see two barrels which you blow to open the doors, allowing you drive your airboat through it to get under the docks.

There is no rectangular area with a boat in the middle in this part. It is in the area where you first get the hover jet and I am circling around the same area. I want to know how to progress from here. I have put the barrels under the ramp to lift it and jump it, then I broke the door where the wheel thing was broken in that barraks place.

You go up that ladder on the left in those pictures, and through several rooms with enemy soldiers in them. Eventually you'll appear on a balcony near the gate, there's some barrels on another platform, shoot them all through the fence, and the gate will be opened.
