Stuck in Water Hazard

I'm at the dam, have left the boat, got in a room where there´s two tanks and then I'm stuck. I got to the end where there´s a wheel where I suppose you open the dam and then pass by boat. But the wheel is broken and I can't climb over the fences.

Plz help.
