On Route Kanal I just killed quite a few of the Saw things, and there are LOTS of flammable barrels. I have no idea where to go here, I messed around here for over a half hour trying to figure out where to go.

you have to flood the water by going down and pull a steering wheel so the water will rise, then it should be a hole under the water to swim inside it.

Climb the ladder to the top of the room. Walk across the pipes from the top and you'll reach the higher part of the area. Go into the next area which is a room with many pipes and a large metal fence dividing the room. Start crawling down the pipes till you reach the valve... turn to raise the water level. Return to the first room and swim down into the tunnel and into the next area, now on the other side of the fence. Smash the ground of the area (underwater) with your crowbar to get some boxes to float up and help you get to the other side.
