Sudden "graphics lag" while playing

I just noticed this tonight playing CS, it was fine earlier today. I even restarted my PC and it still does the same thing. For some reason my ping SEEMS to be ok, it reads around 50 or so but for example, when I went to get a list of servers, it was updating the list very slowly, usually the list updates really fast. Also when playing, the game would "skip" sounds, what I mean by that is someone with the AK on full auto, it would sound and look like it was on semi-auto. When firing my gun there was no lag as far as the bullets leaving the gun. This is all very weird, what's up with it? I have cable internet which is fine because I tested it to download something and it did at usual speed.

cl_rate 10000
rate 25000
cl_cmdrate 80
cl_updaterate 80


at least thats what i have been using and everything has been fine... give it a try at least

I shouldn't need that for my system. And I figured it out, I changed the net connection speed in steam from 28.8 to LAN and it is fine now.
