Exactly. Congress doesn't make laws, they just propose them. It's the Supreme Court that makes 'em. Well, and the president. But yeah.

he either must sign it into law assuming congress has approved of it, or he can veto it (a power relatively rarely used by our presidents), where it will go back to congress and must be approved by a 2/3 majority to be signed into law regardless of the veto.

I was showing your/our numbers as an example of good rate in direct opposition to the claim you made , not to say it sucked. (and to compare that ours is good, too)

If you want bad unemployment, look at Germany at ~11-12%

or France, I just saw the figures, at 10%
