how do you get rid of tearing when you have vsync turned off? i run counter-strike at 100fps, but the screen tears.
 
Try to up your screen frequency to 100hz too (if its possible). Otherwise, running with VSync on should be fine if you always get around 100 without. If you are locked to 60hz, be sure to use something like reforce to unlock all refresh/screen modes.
 
Are you o/c your 9800. If so drop it down a tad. Also what drivers are you using.

And Dawdlers right; Whats your Refresh rate? It should be around the same as your com/max_fps. If it locks at 60 then set your fps_60 and so on. It will help packet loss to. You might want to make sure you have the updated drivers for your monitor too. But you should beable to lock refresh and fps @ 100. Makes everything peachy.

Off topic but what exactly is so good about the Omega drivers over the standard ATI.

has nothing to do with overclocking, purely to do with vsync/refresh rate, its really quite simple, either buy a monitor that can handle 100hz at whatever resolution you play at, or turn on vsync.

why do you need fps higher than 75-85 when your monitor cant even show all the frames? you're just as well off turning vsync on, then theres no more tearing.

well theres two sets of omega drivers, one is tweaked for performance, and one is tweaked for image quality. so, you either get lots of image quality options turned on that arent in the ati drivers, or you get tons of performance options that arent in the ati drivers.

yes sir.

well my gef4 teared on RTCW and the only way to solve the problem was to drop it to default speeds and get a new sink/fan. It was a (Leadtek). I wasnt messing with my refresh rate.
