Ridge Reveals Clashes on Alerts

Washington - The Bush administration periodically put the USA on high alert for terrorist attacks even though then-Homeland Security chief Tom Ridge argued there was only flimsy evidence to justify raising the threat level, Ridge now says.

Ridge, who resigned Feb. 1, said Tuesday that he often disagreed with administration officials who wanted to elevate the threat level to orange, or "high" risk of terrorist attack, but was overruled.

His comments at a Washington forum describe spirited debates over terrorist intelligence and provide rare insight into the inner workings of the nation's homeland security apparatus.

Ridge said he wanted to "debunk the myth" that his agency was responsible for repeatedly raising the alert under a color-coded system he unveiled in 2002.

"More often than not we were the least inclined to raise it," Ridge told reporters. "Sometimes we disagreed with the intelligence assessment. Sometimes we thought even if the intelligence was good, you don't necessarily put the country on (alert). ... There were times when some people were really aggressive about raising it, and we said, 'For that?'"

Revising or scrapping the color-coded alert system is under review by new Homeland Security secretary Michael Chertoff. Department spokesman Brian Roehrkasse said "improvements and adjustments" may be announced within the next few months.

The threat level was last raised on a nationwide scale in December 2003, to orange from yellow - or "elevated" risk - where the alert level is now. In most cases, Ridge said Homeland Security officials didn't want to raise the level because they knew local governments and businesses would have to spend money putting temporary security upgrades in place.

"You have to use that tool of communication very sparingly," Ridge said at the forum, which was attended by seven other former department leaders.

The level is raised if a majority on the President's Homeland Security Advisory Council favors it and President Bush concurs. Among those on the council with Ridge were Attorney General John Ashcroft, FBI chief Robert Mueller, CIA director George Tenet, Defense Secretary Donald Rumsfeld and Secretary of State Colin Powell.

Ridge and Ashcroft publicly clashed over how to communicate threat information to the public. But Ridge has never before discussed internal dissention over the threat level.

The color-coded system was controversial from the start. Polls showed the public found it confusing.

did oyu see the video tapes of people running out of building and police officers directing everyone out of the buildings? they listened all right...
 
You mean the evacuation of the capital the other day?
That was over a rogue airplane (a small Cesna at that), not over the terror-alert being raised to "high." The terror-alert scale is just a general notice alert to be extra careful that particular day.

what color was the terror alert raised to? it was raised because of the plane, and hte people were evacuated in accordance with the color coded guidelines.
 
Every bit of news I've seen on it so far dictated that they were evacuated due to a specific threat to the capital (the plane in this case).

While that certainly likely raised the terror alert, this issue being discussed here is raising the alert for questionable reasons. Since there was not any specific threat to anything in the country when these incidents occured, all it likely changed was maybe some stricter security here and there (airports etc.).
 
Your 'terror' alerts are a pisstake.

The only thing they promote besides a healthy fear of the unknown is.... oh, wait, that is the only thing they promote.

Wasn't there another incident where Bush was bunkerfied due to a "rogue cloud with evil intent"?

If they made a documentary of Bush's life, it would be a sitcom.
 
I would be more concerned about nationals going rogue, then international terrorist in the US doing all the damage. Allthough 9/11 was a tragedy and well coordinated, there have been equally devastating bombings and attacks on US soil from US nationals (not foreign nationals).

9/11 was a big kick up the ass for the Bush administration, I just hope it was the right kind of kicking

I got a few good laughs out of it too. I do think though that at times it was just so sarcastic that people couldn't even tell. :D
 
It might have a purpose if we were actually regularly attacked by terrorists, but its just too general and absurd.
 
They were bullshit since the begining...Just like this bullshit war on terror.

The terror alert wasn't raised with that. DC's local one was but the national color coded one stayed the same.
 
It's a shame because when a terror alert is actually immenent, people are just going to ignore it.

But that's silly too, since they SHOULD ignore it, it's unlikely they'll be a victim.

So then again, all these terror alerts are actually making our citizens immune to fear. Smart plan if you ask me.

I don't give a crap and i am sure that some people don't, but alot of people (my grandmother for one) do care.
 
Do you have the day's terror alert on after the weather report on TV or are there multi-coloured streetlights?

Actually you got the terror alert and what happened yesterday a little messed up. What happened there was the code alert for the white house (not country) was raised to red; the highest since 9/11. I believe this was somewhat legitimate (how that plane got within 3 miles of the white house is another question).

Anyway, that is kind of missing the point of this discussion. This is about Bush, during election year, raised the terror level everytime his approval rating went down when there was no real threat to scare people in to voting for him. Saying Bush abusing the office of presidency and the fear of terror to advance his political agenda is okay since no on pays attention to those alerts is completely outside the point.
 
IF you think about it color coded alert system is useless

so they say that alert is at Red, that doesn't tell us anything besides to be afraid
they dont say when or where or why it's red but they just say it's red

so stupid
 
We should have dealt with terrorism the way Carter and Clinton did. Europe would probably like us if we did that.

Um...no. 9/11 was the single worst terrorist attack on the U.S. EVER. The worst terrorist attack by a U.S. national that I can remember is Oklahoma City, and that killed less than 300 people.
