I partly meant that there could be other explanations:
Maybe Aperture Science has it's own internal broadcasting system, or perhaps the number 85.2 meant something special to a texture designer (maybe a son or daughter was born in February of 1985?). As pointed out, Japan is not the only country that uses lower frequencies, and even if it were, it's entirely possible that a private broadcasting system could be in use.
