the old lan problem

In hl1 and hl2 (I need help particularly with hl1 here) usually when i make a server it appears on the LAN menu. this is of course meant to be solved by typing sv_lan 0 in the console, and it does work, it but takes around half an hour or so before others can join. sometimes it still doesnt work (this is the case right now, in hl1) as the server isnt appearing in any tab of the find server menu.
1)how can I fix the time between sv_lan 0 and people joining
2) whats the other problem all about, and how can I fix it?

Type "heartbeat" after "sv_lan 0" It will update your server to the List.
