So I thought I'd ask here first since it's not an overly complicated question.

I have photoshop (forget what version but I remember getting it in 08) and I was wondering how to make a cartoon outline of a real life photo.

I want to take a still frame from a video and then convert that to a cartoon outline something like:

This is for an idea a friend and I had and hopefully it'll pick up.

Adobe Illustrator would be best for stuff like that, the vectors produce some really good results. The vector stuff in Photoshop is pretty terrible!

If you can get a copy try that!
 
If you could get your hands on illustrator they have a cool little live trace feature that works fairly well as long as the thing you want to illustrate has a lot of contrast between it and the background (adjusting levels in photoshop can help you with contrast issues).
 
abode streamline used to be a one trick app that did this remarkably well

Or you could just use the pen tool with a brush stroke in Photoshop, if you want more control.
