Transfer from a backup HDD to Vista

How do I go about transferring the files from my old HDD to Vista? It keeps giving me the UAC pop ups. I disabled UAC, but the problem still arises. Now, what must I do to fix this? I know it is possible to copy things over as I was able to the last time I had Vista installed.
