I took this shot of these curious posters on the wall near the end of trap town. Maybe someone with more talent at photo editing can clear it up some more and produce a shot thats more ledgible then this one.

All the stuff on that wall looks like a thousand similar walls in my town - local unsigned bands promoting their next gig, political groups etc. Freaky-looking faces like that one would not be uncommon. I'd say it's just art made to add some urban color, and Valve did a pretty good job of it IMHO.
