Trouble with HL2

I bought hl2 on steam and isn't CSS supposed to be free once you have HL2, if so how do i get it?

No, it isn't. It was included in the first retail HL2 packages, but it isn't now.

It is a seperate game. The old versions, (I got the bronze version, long time ago.) Came with various games, but they don't anymore.
