Trying to get console commands to work

Hi. Sorry, I know I'm being a complete noob, but I'm having trouble getting some of the console commands to work, specifically those changing the players movement speed. All I want to do is slow down the walk speed to something a little more appropriate, but entering in 'hl2_walkspeed' followed by any number has no effect. Even trying to change it to 0 doesn't work. It's the same with the other two speeds. Am I missing a vital step?

have you enable "sv_cheats 1" ??
