Trying to remember the title of a game....

I played this game yeaaaaars ago, and I quite liked it and only remembered it today...


all I do remember about it was you were a political power and you had too convince people you were right, and others weren't ect... it WAS set in Russia, or any countries near it. if it helps it was 3d, and the graphics were pretty decent for its time.

Any help would be good for this...

Also, while we're on the topic of searching for lost games. Does anyone know anything about a side scrolling shooter for the sega genesis where you use something that flies. The first level looks somewhat tropical. The character you use looks kinda like a bee or hornet. They may have nothing to do with bees or hornets at all but that's how I remember them. It resembles Super R-type in gameplay. Hope someone can help me with this.
