Hmm... what are they going to do, repeatedly ask the spammers to stop until they die from aggrivation?

I don't think they should have used the word computer users. That figure is probably including ISP's work they have to put into finding out spammers then blocking them. Also including large companies/corporations that rely a lot on using Email.

And besides, in some cases people spam on this site but its not the government who controls it, but its are moderators who voluntarily help out to keep us in checks

But policeman (in the US at least) carry a gun around, if somebody breaks the law they are scared of getting punished. The UN doesn't remind me of a police force since they are so afraid of punishing people.

The UN reminds me more of a social cause group. The social cause group will only be effective when people want to listen. When people don't listen, the social cause group will fail.

In my opinion, I think groups like the UN, world courts, WTO, etc. are only good for adding layers of beaucracy to participating countries. Rogue countries make the UN worthless. I'll admit that the UN can serve its purpose, only when every country agrees to particpate in its beaucracy.

Most people are under the misconception that Spam comes from billions of places, but it doesn't. If they can stop spammers, well then great!

The UN is there to do whatever the member countries decide they want to do. If that means getting a bunch of nations together for an invasion, then so be it. Examples: Korea, Afghanistan.

Look up Louis XIV, that man had Europe trembling at the might of his France, and it took the entirety of Europe to take him on.. and even then he (+generals) held them off.
