Unable to add to Friends List.

I was trying to add a buddy of mine to the friends list option in steam. at first it seem to have worked fine. Steam gave me this message about sending for authorization. so everything seems all good. I then waited for my friend to add me to his list as well but nothing seemed to happen. It doesnt show my friend offline, it's as if I didn't add him at all...
so i tried just adding some misc. person. I typed Booger into the search field and added him. It WORKED! Booger is on my list and it shows him offline...
but the friend that I actually want to play with is not shown on my list? what Gives?!
why is it showing someone i dont even care about but not my close friends??
any ideas
