Try to install new DirectX version. I had the same message with DirectX 8, but it dissapears with DirectX 9c.

I had this problem too, best way to resolve this is by doing a complete reinstall of your video card drivers. Here is how you do this properly if reinstalling normally does not work:

EDIT: If computers is not your forte asking someone for help doing this could prove to be a good idea. Also try reinstalling directx first if you haven't already done so. Good luck.
