None of the African states are nations, for example (with the possible exception of Egypt). Does this mean that they will only ban free speech in states with a strong national identity?

it always surprises me how few people know what the UN actually is rather than what they think it is

the UN is made up of it's member states, if the majority of member states vote no on say peacekeepers in haiti for example, then no troops are sent. The UN is only as powerful as it's member states. that said no the UN cannot force a member state to change their own laws in accordance to UN wishes..unless they're contrary to the UN charter which couldnt be the case because they wouldnt have signed the charter to begin with
