Unusually slow performance issues

Okay, so I was reading reviews of my semi-crappy video card, and one of the popular benchmarking programs used was Half Life 2. In the benchmark, they were using a computer with stats much like my own, and highly suggested running the game in dx8 mode, in which tyhe game will get about 60+ fps in 10x7 resolution with everything on high. So, I went out and bought the game. Brought it home, installed it, set it to run in DX 8.0, and who would have thought it, but the game averages under 25 FPS with everything on MEDIUM, and the resolution set to 640x480.

What the heck is going on?

My computer is:

Amd Duron 1.7 overclocked to 1960 mhz
512 megs ram
GeForceFX 5600 256 mb with Omega 66.93 quality drivers. (AGP 4x)

I know the vid card is getting pretty outdated, but I should be getting FAR better FPS than this in DX 8.0 rendering path. I mean, in the first level, when you exit a building into a big plaza, and there's some dude talking on a big translucent screen, I was getting 12 to 18 FPS. WHAT HAPPEN?
