updating without using Steam??

Is there any way to apply these updates without using steam?

I don't feel like dragging my PC into work again to download this stuff. (I am on dialup at home AND behind a proxy, so Steam does not work at home. I play OFFLINE at home.)

Does Steam/VALVe supply a webpage/link where we can download the update/fix just without USING the Steam app?

I just want to be able to download the update at work, burn it to CD, and apply/run/install it on my gaming machine at home.

If anyone can answer/solve this ... THANKS!!
I really hope this is doable.

(If not ... this is where Steam sucks. cuz then they are FORCING us to utilize there app, even if we are "offline" and only want to play "offline")

I'd like to think that updates will be made available through magazine cover disks and the like... but I'm gonna hazard a guess and say that online updates will only be an option through Steam.
