The game won't save my settings so I have to constantly readjust.
I says in the console that it couldn't exec useconfig.cfg.. "wrote" in config.cfg.

That made no sense. What does '"wrote" in config.cfg' mean? You wrote in there? The console gives that as an error? What? I think I know what you mean, but its an educated guess...

Anyway, create a text file in the same directory as your config.cfg and copy the correct config info it. Name is mycon.cfg and add 'exec mycon.cfg' to the bottom of the config.cfg file. If that dosen't work, type 'exec mycon.cfg' into the console at game start.
