Verifying / Updating over and over and over

I bought HL2 a few years ago when it first came out. If I remember correctly, it installed back then without a hitch.

I've been trying to reinstall it for the past few days, without a lot of luck. It has done the "verifying" thing about 8 times. It starts off fine, but then once it hits 70 or 75%, it goes EXTREMELY slowly. When it finishes it goes into "Updating," and gets stuck anywhere between 60 and 99%. It goes very fast for a while but then sputters down to 14kb/s or so, or just stalls.

If I leave it for a few hours, it will complete everything and give me a 100%-ready sign. But then next time I load Steam it goes through the ENTIRE process again!

I have set it to "do not automatically update" but that seems to make no difference. It starts the verification/validation process over repeatedly. What's going on here?

Set Steam to save files on your computer. I can't remember where the toggle was, but it should be in your steam login area. If you've set it to log on automatically, it should be in your settings somewhere.

Hmm, it is already set to save files on the computer (more specifically, "Don't Save Files on the Computer" is UNchecked.

I have ALL my games, including HL2 set to "Do not update automatically."

I left it validating/updating overnight (I have a fast cable connection), and this morning when I woke up, all my games said 100%-Ready. I had to reboot my computer because another program froze up. As soon as I tried to load HL2, it went all the way back to the beginning -- validating and updating (very slowly, it will take hours again).

PLUS, it changed itself back to "Keep this game up to date"

What's going on here?
