Vertical "flickering" problem!

Hi everone!
I've just bought a new x700 256mb pci-e and am experiencing some difficulties!

It seems that in ANY 3d accelerated environment i get a vertical column of flickering/distorted image. It is only really noticeable at 1024x768, a little at 1280x1024, and not at all at 800x600!

The problem does not occur in any 2d environment, ie windows.

If i adjust the 'Phase' modifier on my flat screen monitor, i can move the column, from left to right, but i cant remove it.

Changing the refresh rate doesn't seem to make a difference, nor does enabling/disabling v-sync.

Here's my specs:
P4 3Ghz, 512mb DDR2, winXP SP2, Dx9c

The card is a dual DVI-out model, but i am using a DVI-VGA cable to connect the monitor, so i cant see this being a problem.

Is my new card stuffed?!! Any thoughts would be appreciated,

You probably don't have VSNC on. Here is an explanation of VSYNC and what it does.
 
Thanks for the help, but i recevied an email from the tech support of the site i bought the card from, after i told them about the problem, and they told me to send the card back! They're gonna carry out some tests, guess they reckon the card is goosed.
