Very High Latency - Help Please !

Hey Guys, i just decided to go for a game of CSS for the first time in a while, so i started it up and all seemed normal, made sure rates and gfx settings were fine which they were, i then found a fairly average server (one of my local ones) and as soon as i joined my ping went to about 900, i minimised and made sure nothing was downloading or updating which it wasn't and then i checked the server list and all the servers were like it. Can someone help me out please as i don't know why it is playing up like this.

I had this very problem and I could not find the source of it. The way I fixed it was that I renamed my counter strike source folder and let steam make another one like new. Then I moved maps and other things into the new one and deleted the old one.

Whats your connection?
Steam has a few issues in detecting your internet speed and your cvar rate may be set wrong. Set it in how many bytes you download a second.
I'm on Dial up I download at 3kbs a second, which is 3000 bytes. I type in the console. rate 3000

Im on standard DSl 512kbps and download at about 45/55kbps which would be about 45000/55000 but i was told that your rate cannot exceed 25000 which is what mine has been set to for 3 years and i have never had a problem before.
