very short spikes every few seconds

it just seems like i get VERY short spikes every 3 seconds or so...

i have 2.4ghz
512ram
geforce 4 64 mb

my fps is always at atleast 60 so that cant be the problem.
please help.

Check what programs are running in the background. It may be that one of them is periodically sending/recieving info from the internet.
